Earle G. Baddaloo

Earle Baddaloo commenced his career In Toronto where he worked with Bechtel Corporation as an environmental specialist on various projects including oil and gas development, mining, and power generation. He was responsible for conducting environmental assessments, toxicological studies, decommissioning industrial sites and monitoring the effects of contaminants and projects impacts on the environment.

Baddaloo moved to Alberta in 1978 to work in the oil and gas industry. He was hired for different periods during this time by Dome Petroleum, Nova-Husky Corporation and Envirocon Incorporated. Within the private sector he worked on several projects including oil and gas and renewable resource development. In 1989 he accepted a position with the Alberta Government, where he was responsible for standards and guidelines; environmental assessment; water resources management; and legislation development.

Baddaloo re-located to Iqaluit, Nunavut in 1998 to accept a position as the Director of Environmental Protection with the office of the Commissioner and then with the newly-formed Government of Nunavut. Between 2003 and 2004, he was temporarily seconded to the Nunavut Research Institute to the position of Executive Director. He resumed his environmental directorship with the GN in the spring of 2004 and his responsibilities included pollution control; environmental assessment; land use; remediation and reclamation; compliance & enforcement; environmental research; environmental monitoring; environmental policy; legislation review and development; and climate change strategies including adaptation. Baddaloo also holds the statutory appointment and title of Chief Environmental Protection Officer for Nunavut and has recently accepted the position of Assistant Deputy Minister within the Department of Environment of the Government of Nunavut. In his new position he has increased responsibilities, which include Wildlife Research and Management, Fisheries and Sealing, Parks and Special Places, and Environmental Protection.

Baddaloo has also worked internationally. In 1993, through the World Health Organization and the Inter-American Developmental Bank, he accepted the challenge of assessing the environmental functions of the Government of Trinidad and Tobago and the development of an Agency for environmental regulatory harmonization among governmental departments. He headed a similar project for the Government of Fiji also.

Baddaloo has graduate and post graduate degrees in biology, physiology and toxicology. He has published/coauthored three books, several reports and scientific documents.
